Mr Neel was hacked to death by a posse equipped with blades at his home in the capital Dhaka a week ago.
It was the fourth such executing of a mainstream blogger this year.
Police say the two men being held are key suspects in Mr Neel's homicide.
Mr Neel's assailants had deceived their way into his home by saying they were hoping to lease a level.
